The paper presents an efficient and integer preserving algorithm to decide whether a two-variable polynomials does not vanish in the cross product of two closed left half planes. The test may be used for two dimensional continuous-time linear systems. It is obtained by the combination of a recently obtained fraction-free Routh stability test for complex univariate polynomials with the long-known simplified Amsell criterion for bivariate continuous-time system polynomials.
